- Agreement on the scope of O&M network activities until the next forum.
- Concrete activities proposed by the participants of the meeting.
1 AGENDA
The dayfs agenda for two days is divided by four sessions;
1 Discussing about the priority to the main process to work out for the next year of 2002, and how we manage or how we implement to the process among the core group members.
2 Exchanging the opinions with Japanese None-profited organizations of Japan Water Research Center (JWRC), Japan Water Works Association (JWWA), Federation of Japan Water Industries, Inc.(Suidannren), and Japan International Corporation of Welfare Services (JICWELS), on a subject to their work in closer cooperation hereafter.

2. Discussion on the implementation process to develop the O&M network in 2002
2-1 CORE GROUP MEMBER
Candidates are nominated based on the list from Operation and Maintenance Working Group Report to the Manila Forum of the Water Supply and Sanitation Collaborative Council, Geneva 1997. Criteria of selecting core-group members were discussed.
2-2 O&M NETWORK MEMBER
The participants agreed to use a list of Annex II O&M Network which is included in Operation and Maintenance Working Group Report to the Manila Forum of the WSSCC as O&M network member.
2-3 The main agreed activities energizing from meeting;
- Rationalize the existing membership lists and update listings where appropriate.
- Agreement was reached on the website for the network, probably to be hosted by NIPH itself. This will focus on the following key elements: background or contest of the network, on-line access to all materials and resources, link to discussion group,link to organizations active on O&M,and link to proposed database of experts working on O&M. Access issues remain a concern so alternatives will need to be considered, such as CD-ROM versions of the site and use of e-mail as an interface for the materials available via the web.
- Two electronic mailing lists will operate for O&M. The first will be exclusive to the core group members, to be operated by NIPH. The second is for the wider membership and interested parties . This is operational but moribund and effort needs to be put into revitalizing the listers.
- A database of experts working on O&M was discussed. The foundation of this would be the existing membership list that is available, plus the core group and wider group participation lists. The database needs to include two components: full contact points and a listing of specialist interests.
- Newsletter. Agreement was reached that no new newsletter be produced for the O&M network, but that a process of seeding information into existing dissemination channels be pursued.
- Promotion and implementation of tools. Emphasis here was given to making links regionally, primarily with the regional coordinators of the Council, and also with STREAMS of knowledge resource center organizations. This will help to develop a demand responsive approach to dissemination of O&M network materials, and help in mainstreaming O&M concerns into the work of resource centres regionally.
The participants agreed to collaborate with regional groups.
2-5 WWF3
The third World Water Forum(WWF3) will be held in March,2003. It is a big opportunity to disseminate the O&M Network activities.
3. UNDERSTANDING OF WSSCCfS ACTIVITIES AND JAPANESE NON-PROFIT ORGANIZATION ACTIVITIES
Mr. Toshio Irie, executive managing director of Japan Water Research Center , introduced outline of JWRC, and international activities. He introduced JWRC is going to organize the international symposium on water supply technology.
Mr. Katunobu Takenaka, Director, International training division, International training, Japan Water Works Association, introduced the activities of JWWA and International Water Works Association (IWA) foundation.
JICWELS are providing WHO fellowship program, Project development program, Technology transfer program, and Training programs for the Japanese experts.
Mr. Hueb clarified a few point, as the O&M activities to work for the regional and country level activities, have experienced person or specialist selected from the members of national working group of operation and maintenance to participate in the activities.
4. JICA'S ACTIVITY
Mr. Kimura, director of second development study division for social development study department, introduced the outline of Japan International Corporation Agencyfs (JICA). He said that JICAfs activities not only spectral approach that also regional approach is important.
5. WSSCCfS ACTIVITY
Dr. Saywell introduced the outline of WSSCCfs activities.
6. O&MfS ACTIVITY
Mr. Hueb supplementary explained about the loss of revenue from unaccounted water which is almost forty percent (40%) from the total water supply in the developing countries. If the operation and maintenance activities are fully implemented, it would be possible to supply cheep water to the poor people or people resists in slums of urban areas.
Mr. Hueb expected all nonprofit organization in Japan more to concern about the importance of operation and maintenance, for instance, JICA has been provided their project at at country level in the developing countries.
Mr. Hashizume emphasized the importance of collaborative and harmonization of the activity, such as multilateral activity of WHO, like bilateral activity with JICA, NGO as WSSCC.
7. PROMOTION AND IMPLEMENTATION OF EXISTING TOOLS
Mr. Farley explained about many tools are used for training workshop and seminars to help local practitioners and local water sanitation experts to develop their systems and technology.
