動物の輸入届出制度について：New Notification System for the Importation of Animals

The Ministry of Health, Labour and Welfare will introduce a Notification System for the Importation of Animals in order to prevent the outbreak of human's infectious diseases derived from imported animals, effective from September 1, 2005.
On or after that date, any importer of animals (terrestrial mammals and birds) is required to submit a written declaration giving the specified information on the animals to be imported, such as their species name and quantity, to the Minister of Health, Labour and Welfare (the quarantine station concerned), accompanied by a health certificate issued by the government authorities of the exporting country certifying that the animals are free from the infectious diseases specified for each species.
The system is aimed at taking prompt action (including follow-up) based on the declared information in the event of infections associated with imported animals, as well as ensuring the safety of imported animals themselves through a health certificate issued by the government authorities of the exporting country.
In particular, in order to ensure the smooth importation of animals into Japan even after the introduction of the system, we ask the government authorities of relevant exporting countries to prepare a health certificate form to contain the specified information and to register it with us before August 20, 2005. Also, We ask the governments of the relevant countries (such as officials of embassies and consulates in Japan) to disseminate the information to local animal exporters, carrier (such as airlines), travel agencies, research institute, zoo, etc, develop systems required in individual exporting countries for smooth animal exportation into Japan, and take other necessary measures. And, we ask the government of exporting rodents to Japan to register storage establishments of rodents before August 20, 2005, after checking whether its storage establishment meets our standards.
