新型インフルエンザ対策において国立保健医療科学院に期待すること ─地方衛生研究所の立場から─

抄録
地方衛生研究所は今回の新型インフルエンザ流行に際して，ウイルス確認検査を担当し大きな役割を果たした．その中で地方衛生研究所に期待されたものは持てる検査機能を最大限に発揮してPCR検査を実施することであった．しかし，地方衛生研究所の主要な機能であるべき疫学機能（地方感染症情報センター）についてはその役目を十分に果たしたとはいえない．今後国立保健医療科学院には，地方衛生研究所の検査機能の維持増強はもとより，実地疫学機能の獲得強化に向けての研修を充実させ，地方分権の名の下に弱体化しつつある地方自治体の公衆衛生行政全般あるいは感染症対応能力の強化により一層貢献されるよう期待したい．

Abstract
The public health institutes of local governments in Japan have been playing an important role in measures against the new influenza pandemic, primarily by conducting laboratory PCR tests for the virus. However, since their first responsibility is epidemiology, local public health institutes must play other important roles in addition to the assigned task of laboratory confirmation of viruses. As the Chairman of the Japan Association of Prefectural and Municipal Public Health Institutes, the author believes that the local public health institutes should be provided with field epidemiology methodology and know-how so that they can contribute to the planning and implementation of administrative procedures against infectious diseases. The contribution of the National Institute of Public Health is obviously essential here because the NIPH provides educational programs in field epidemiology and technical training courses for officers and laboratory workers in local government.
