自然災害時における保健師の役割

抄録
目的: 過去，国内で発生した自然災害時における，保健師による被災地支援活動の現状と課題を明らかにする．
材料と方法: 阪神淡路大震災（1995年）以降に発生した国内の自然災害（10事例）において，保健師の支援活動の実践および全国県外保健師の派遣支援の実態に関する各種記録，活動報告書などを対象とする．
結果: 被災時の保健活動は，被災の影響や地域特性に応じて，被災後の直後から中長期にわたり実施される．保健師は，これらの過去の災害時にみられた健康課題やその対応，被災規模による活動方法の違いなどの理解を深めることが必要である．また平常時から，限られた人員での支援を前提とした，具体的な活動計画策定が必要である．
結論: 被災時に，迅速かつ効果的に専門性を発揮した活動を行うため，特に県保健所は，被災地自治体活動の支援拠点として，情報連絡体制，指揮命令系統の確立や，職員の動員方法などの機能充実を図ることが求められる．

Abstract
Objectives: In this article, the present status and issues of support activities for the suffering from natural disasters by public health nurse in Japan.
Methods: The subjects of this study includes analyzing date collected through the public health nursing activities reports for 10 natural disaster reviewed issues in Japan, and which were after the Great Hanshin-Awaji Earthquake at 1995.
Results: In order to establish effective cooperation, it is important to standardize the meaning of support activity of suffering from disasters by public health nurse. In particular, we need to identify differential activities between urban or wide disasters area and rural or small disasters area. In addition, in view of the possible personnel shortage, for the prompt and adequate initial reaction to be successful, we should prepare the strategy of the detail planning of the disaster preparedness.
Conclusions: Public health centers are required to function as information centers. It is necessary for the staff of authorities concerned to raise awareness of public health nursing activities for the natural disaster
